Constructing Children Welfare System Existence Questions And Countermeasures Of China

Child welfare is an important manifestation of social progress, is also animportant manifestation of social welfare. Child welfare is a kind of social welfare;therefore, children’s welfare has general characteristics of social welfare. But at thesame time the child welfare also has its particularity.The state and society from all walks of life research on child welfare problemlong-standing. Child welfare issues emerged with the appearance of the human beingand with the continuous development of human society has changed. Thedevelopment trend of child welfare is: with the social and economic aspects ofcommon concern of more and more mature social workers and participation. China’ssocial security and welfare construction has started from the incomplete type to oursocial security and welfare construction has started from the residual to welfareappropriate universal-type welfare. At present, our country is in the transformation ofsocial structure, modernization of the society, the comprehensive construction ofwell-off society and building a socialist harmonious society background, children’swelfare, family welfare and harmony of society more and more problems, become thepriority areas of public policy and social policy agenda. The changes of modernsociety lead to structural changes of the current social problems in the nature and type.At present, our society is experiencing a mode of economic development in the socialmechanism, on a transition period. In the comprehensive construction well-off societybackground, child welfare problems become more and more prominent. The Chinesegovernment proposed to build a socialist harmonious society, so an index of children’sharmony is also important. With the development of the society, brought about majorchanges in the concept of people living, family issues will arise. More and morefamily problems, such as children education, family violence, disabled children, streetchildren, juvenile delinquency and so on. These children are accompanied by socialdevelopment and continuous production.This paper consists of five chapters.
