Research On Residents' Participation In Community Governance

Since the reform and opening up,Chinese rapid economic development,along with the reform of market economy,our country is gradually from the planned economy to market economy,people's living standard has been improved,the economic base determines the superstructure,when people reach to meet the material needs a certain extent,began to seek more suitable spiritual needs.The party's the sixth Plenary Session of the 16th CPC Central Committee "decision" requirement:focus on enhance organizational citizenship,corporate social responsibility,harmonious community building activities to attract a wide range of public participation,promote the formation of one for all,all for one of the social atmosphere.This is a clear goal for us to carry out the construction of harmonious community and strengthen community participation.The party's eighteen major conference pointed out:"in the urban and rural community management,grassroots public affairs and public welfare undertakings in the implementation of the masses self management,self service,self education,self supervision".China is in a crucial period of development of the market economy system,the residents in the community is the basic cell of the society,any social problems can be found in miniature in the community,only the community construction,to eliminate problems in the community,the development of talent is conducive to the harmony of the whole society.This paper first analyzes the related theory of community participation and community governance,the residents of community participation in governance awareness of the meaning,on the basis of summarizing the residents of community participation in governance consciousness function.Secondly,the status quo of residents awareness of community participation in governance is analyzed,mainly through the investigation and study of Nanjing City,the pilot of the N community,found that residents of community participation in governance awareness of existing problems,and then analyzes the causes of these problems.Finally,combining the theory of Ideological and political education,this paper puts forward some measures and Countermeasures to solve the above problems.First,in order to cultivate awareness of residents in the community governance,to establish a high quality,good service of the ideological and political education team,because the team achieved or not directly affects the effect of Ideological and political education and the ultimate goal.Second,in order to eliminate the residents of the community public affairs of the fear and the original unit of dependence,from the angle of Ideological and political education workers need to create a good fit for the training of residents in community governance and participation awareness education environment,including favorable policy and good experience and orderly cultural atmosphere,and the implementation of the policy in place.Third,to participate in the awareness of education should be targeted,the residents of the community sense of belonging and the concept of collective interests and focus.In fourth,attention to the ideological and political education at the same time,even on the basis of the original propaganda education,make full use of various publicity and education methods,such as model learning method,practice method,cohesion strength,produce better effect.No matter what kind of approach to the construction of the community,we should use all the resources can be used to carry out publicity and education,the purpose is to make people live more happy,more harmonious society.
