A Study On Policy Of Religious Charity Organizations Participating In Social Service

Welfare Pluralism believe that the social service mode as a single government supply subject can't adapt to the change and problem of modern society.In order to improve the level of social welfare,this theory puts forward the supply model of multiple forces participating in together which include country,market,community and civil society.Religious charitable organizations play a role as the third sector with the development of religious social service.Now,the government has made clear its attitude to religious social service—encouraging and regulating the religion to engage in charity activities.But the relationship between governrnment and religious groups,religious charitable organizations has not yet fully rationalized,and the policy and regulation design can't meet the demand of the religious charitable organizations participating in the supply of social service.This paper tries to analyze the specific policy environment of Chinese religious charitable organizations participating in social service by collecting relevant information through literature analysis and field research,and to have a comparison of policies of religious charitable organizations participating in social service between the Mainland and Hong Kong.Then,to understand the religious charitable organizations' policy execution and coping strategies under the condition of the existing policy permission or restriction by taking the X and S field of Jinan city as main research objects.Finally,the paper evaluates the policy and laws for Mainland in religious charitable organizations participating in social service,and try to put forward appropriate and effective policy suggestions,making religious charitable organizations adapt to Socialist society positively,maximally playing a role in the religious social service to solve social problems and promote social harmony.Through the research,it found that there are some policy problems in laws and regulations clarity,service support,service contents,service supervision and evaluation.Some suggestions are put forward.Firstly,to clarify the rules and regulations,and achieve opportunities for equality and freedom within the social service system.Secondly,to widen and innovative religious social service's areas under demand guidance.Thirdly,to increase the government's diversified input and regulate incentive means like tax incentives.Fourthly,to build a multi-level,all-round technical support network,and actively promote and regulate internal and external communication.Fifthly,to set the flexible threshold of access,and have a sound and operational legal system.Sixthly,to improve the comprehensive and clear service specifications,and standardize service supervision and evaluation mechanisms.
