| Community-based rehabilitation for persons with disabilities has been a hot topic in recent years,and it also plays an important role in physical rehabilitation,and services for those with mental health problems,social support network construction,resource link,rights maintenance and so on.However,due to the limitation of various factors,there are still many difficulties in this field.In this paper,literature research and semi-structured interviews methods are used to collect information.The author makes a comprehensive analysis and an objective evaluation of the present situation and the shortcomings of community-based rehabilitation for persons with disabilities based on the perspective of positive welfare,and then provides suggestions for its further improvement and development.This paper combs the application of positive welfare in the study of persons with disabilities,as well as the development and research status of community-based rehabilitation for persons with disabilities at home and abroad,and lays the foundation for the next study.Based on empirical analysis,although the existing community-based rehabilitation for persons with disabilities has a relatively perfect policy framework,service concept,diversity of participation,variety of service content and mode,semi-professional service personnel,and gradually improved the sense of participation of persons with disabilities.But severe problems still remain,such as the policies focus on compensation rather than prevention,pay more attention to eliminate income poverty not ability;multi-service system is not easy to be formed and has a poor service;service forms tend to be administration-oriented rather than demand-oriented;service design and service supply prove unreasonable.According to the present situation and the problems identified,there are three outstanding characteristics of community-based rehabilitation for persons with disabilities:(1)it is largely the rehabilitation in the community,rather than community-based rehabilitation;(2)it tends to follow a top-down administrative instruction,rather than mobilizing citizens to take part in from bottom to top;(3)the rehabilitation in the community means more social control than social services.Thus,current community-based rehabilitation service model can be summarized as a model oriented to community management and based on family-care under the guidance of social control.From the perspective of positive welfare,this paper argues that the improvement of community-based rehabilitation for persons with disabilities should be done in the following three aspects,i.e.to promote new notions,new policy making and the improvement of specific service implementation. |
