Study On Community Rehabilitation Of Persons With Disabilities

At present,the society helps the disabled,and the atmosphere of respecting and caring for the disabled is even stronger.But at the same time,China still has a considerable number of poor disabled people in rural areas and nearly 2 million disabled people in urban areas.Many community infrastructures still fail to meet the needs of persons with disabilities.In the process of building a moderately prosperous society in an all-round way,disabled people are builders,participants,and those who enjoy the results of the construction.General Secretary Xi Jinping once said: "On the road to a moderately prosperous society,there must be no less disabled people."This paper thoroughly collates and analyzes the theories of the relevant fields involved in the community rehabilitation of disabled people in China,combs the trajectory of the development of community rehabilitation of disabled people in the world,and makes full use of data to analyze the development status of disabled people's cause.Innovation puts forward "community +",which is a road of community rehabilitation development with distinctive characteristics of the times.This paper argues that the development of community rehabilitation of persons with disabilities needs to adhere to the combination of inclusive and preferential treatment.Improving the special protection system for disabled people,planning,developing and maintaining the rehabilitation of disabled people in the community,requires not only adhering to the leading position of the government,but also strengthening social participation and strengthening the role of the market.In practice,we must not only highlight the government's primary responsibility,but also make good use of the government's macro planning and top-level design to ensure that disabled people enjoy fair and equitable access to public services and safeguard their rights and interests in accordance with the law.At the same time,the social,organizational and market forces need to be brought into play to meet the multilayered and diverse needs of persons with disabilities and improve their living and employment conditions.
