This paper examines the overall situation of the welfare needs of people with disabilities,the differences in the various levels of welfare needs of different groups of people with disabilities,and explores the optimization of welfare policies for people with disabilities.The significance of the study is to provide an important reference basis for the formulation of welfare policies and the improvement of welfare undertakings for people with disabilities,and to provide an analytical framework for the social work profession to promote the further improvement of the welfare policy system and service system for people with disabilities,which helps to enrich the empirical research results on the welfare needs of people with disabilities and deepen the research connotation of needs theory.Combined with Ife’s view of needs,welfare needs are analyzed from the perspective of social welfare service providers into social security needs and basic service needs,where social security needs include social assistance and social welfare subsidies;basic service needs include basic medical care and rehabilitation,employment and poverty alleviation,and cultural education,and are analyzed in terms of age,household registration,disability level,disability type,marital status,employment status,education level,and other groups to explore the differences in the welfare needs of people with disabilities.The study found that the welfare needs of people with disabilities differed across groups at both the social security and basic services levels.At the level of social security needs,the percentage of disabled people with social assistance and social welfare subsidy needs was relatively high for those who were of low age,agricultural households,first or second degree of disability,types of speech,intellectual,mental and multiple disabilities,unmarried,not employed,not in school and with elementary school education.The three types of needs of social assistance: minimum living security,special hardship support and medical assistance,and the two types of needs of social welfare subsidies: living allowance for the disabled in difficulty and care allowance for the severely disabled,have the characteristic of "implication",each has needs for one type of content and also needs for other types of content.At the level of basic service needs,the proportion of people with disabilities with basic medical and rehabilitation needs,employment and poverty alleviation needs,and cultural and educational needs varied among different groups of people with disabilities,and there were differences in the proportion of people with disabilities with relatively high needs in each of the three categories.Among them,basic medical and rehabilitation needs are "heterogeneous",with differences in the rehabilitation services needed by persons with visual,hearing,speech,physical,intellectual,mental,and multiple disabilities.The needs for employment and education are also "implicated",and the needs for employment and poverty alleviation are diversified,with a relatively high proportion of disabled people in need in each direction.Finally,it was also found that a low percentage of people with disabilities have social security needs in the welfare component,and there may be a mismatch between the content of welfare needs and welfare provision.Policy combing reveals that the welfare needs of people with disabilities may be met in stages.Based on the findings,this paper argues that the path selection for optimizing welfare policies for people with disabilities should meet rehabilitation needs and enhance basic security;meet employment needs and enhance self-development;and enhance the sustainability of welfare needs satisfaction.
