Along with the social transformation and the changing of the situation at home and abroad,the public security organization faces many unprecedented new challenges.It is especially true to the basic-level police team as it is a direct service to the masses and a law enforcement agency,In the background of deepening the reform of public security,it is of great realistic significance to explore the problems existing in the construction of police team and its countermeasures.The primary contradition in the construction of basic-level police team is the incompatibility of police configuration with onerous task.The solutions inculde expanding the basic-level police team,internal development,the socialization of police affairs and so on.In terms of internal development,existing research focuses on how to "building rules and regulations" to "regulate the behavior of the police officers";But in fact it leads to a dilemma that "there is no significant improvement in police strength with so many systems".The author believes that the key to the internal development system is to build a"people-oriented" rather than "agency-oriented" system.Only in this way can effectively arouse the enthusiasm of policemen,and truly improve the combat effectiveness of existing police.Based on the data of A branch of Jinan Public Security Bureau,the arthor attempts to analyze the problems exsiting in the management and construction of the basic-level police team from the perspective of the organizational support theory.The research includes the following four parts:The first part is the introduction to the reasearch background and research status quo.Based on the previous research,the author proposes some new research approachesThe second part is an analysis of organizational support theory and public security team construction in particular.This part firstly briefly expounds the core contents of organizational support theory,and then analyzes the compatibility of organizational support theory with the construction of police team from two perspectives:one is the special need of basic-level police for organizational support due to the particularity of basic-level public security work;The second is the lack of perceived organizational support of basic-level policemen has had a negative effect on the construction and management of police team.Taking the three previous factors relating to perceived organizational support as clues,the third part mainly analyzes the reasons for the lack of perceived organizational support of the basic-level police based on the survey data from A branch of Iinan Public Security Bureau.The reasons include lack of impartiality,lack of institutionalization of superior support,low pay and hard working conditions.The fourth part explores the application of the theory of organizational support into the construction of police team."People-oriented" should be the basic principles of public security team construction;basic-level public security team construction should focus on how to let the policemen feel procedural justice and feel the care from the organization and improve welfare and working conditions.There also involves many specific institutional arrangements and policy design,such as security police law enforcement,establishment of a fair compensation and promotion system,and expansion of the police decision-making participation,and improvement of the system of police protection,and so on.
