Public security organs shoulder the tasks of combating crimes,maintaining social order and serving the people.Grassroots police,as law-enforcers and service providers in the field,play an irreplaceable role in leading and constituting foundation of the public security work.At present,under the background of social transformation in China,it is inevitably necessary to constantly improve the ability to maintain social stability,serve economic and social development and bring in fairness and justice in the New Normal.However,in this particular period,some policemen have showed problems in their ideological standards,ethics and behavioral habits,which reminds us of the importance to enhance the education of grassroots police.This essay has carried out systematic and theoretical research on the education of basic-level police,discussed in depth issues in such area,conducted analysis on a case-by-case basis,forsaken generalized talks,investigated the problems in education of grassroots police and the causes thereof,and put forward effective and practical solutions and suggestions in order to achieve the goal of strengthening the education of grassroots police and to provide theoretical as well as practical support for continuously improving the overall quality of grassroots police,comprehensively deepening the reform of public security,and promoting the "four constructions".Based on the Marxist theory and in view of the definition,characteristics and contents of formative education of grassroots police,this essay takes the Chaoyang Branch of the Beijing Municipal Public Security Bureau as an example and discovers the current situations of formative education of police at the basic level through questionnaires and physical visits.Moreover,using the Chaoyang branch as a microcosm of the national public security system,this essay summarizes typical issues in grass-roots police education,considers the causes of such issues,and finally brings forward solutions from the four perspectives of(i)enhancing ideological understanding and improving the overall quality of the team,(ii)enriching the content of education and reforming work methods,(iii)intensifying relevant studies and improving the system and mechanism,and(iv)implementing preferential treatment of police and releasing them from worries. |
