Study On The Mechanism Of Trust Restoration For Police And People At The Grassroots Level In The Police-related Emergencies

Grassroots police trust refers to the support and commitment of the public security organs held by the public on the basis of long-term interaction with the grassroots public security organs,which from the internal needs of the people and their comprehensive evaluation of the law enforcement concepts,service capabilities,and performance levels of public security agencies,with distinctive structure and vulnerability,and it is of great significance to improve the efficiency of grass-roots policing work,build a stable social security order,and strengthen the CPC's legitimacy.In the transitional society with basic characteristics of informatization and urbanization,the awakening of the people's subjective consciousness,the transformation of the information dissemination pattern,and the frequent occurrence of police emergencies break the balance of the trust relationship between the police and the people,causing grassroots police trust in the risk of damage.While in the police emergency,grassroots public security organs effectively guide people's cognition is the key to carry out the restoration of grassroots police trust.To carry out the restoration of the grassroots police trust in police emergency incidents,we must focus on the emergency handling of the incident and the construction of public relations between the police and the public,while the effectiveness of these two works is based on the initial trust between the police and the people.Therefore,to build the police trust repairing mechanism in the police emergencies,the key is to innovate a normalized policing operation mechanism to reinforce the grass-roots police trust foundation,to establish a public opinion collection feedback mechanism,a social public opinion guidance mechanism,and a departmental synergy linkage mechanism to respond to people's appeals,and to establish a negative psychological counseling mechanism and people's interests protection mechanism to rebuild the people's positive expectations.This article is based on political trust theory,attribution theory and social balance theory,and review and reference of domestic and foreign related literature,making in-depth analysis of the concepts,structures,and characteristics of grass-roots police trust and incidents involving police-related emergencies,making a profound interpretation of the environmental pressures and existing problems faced by the grass-roots police and people's trust repairing practice in the current emergency incidents involving the police.Based on them,it puts forward the countermeasures and suggestions for the construction of the police and public trust restoration mechanism in the emergent events involving police,hoping to provide theoretical revelation and practical guidance for grassroots public security organs.
