Social Sports Instructor Of The Rule Of Law Concept Is Weak And Its Reasons Analysis

With the process of promoting the rule of law comprehensively in our country,the construction of the Sports Law is also carried out in full swing,but it often meets the phenomenons involving "the public don't follow the Sports Law","the authority don't investigate for responsibility of the people who violate the Law"and "the implementation of the law is lax".Analysising its causes in depth,the key is that people is absent of concept of rule of sports law.Social sports instructors shoulder the responsibility of guiding the usual fitness of the masses,organizing the activities of the masses,guiding and propagating sports knowledge.The improvement of their concept of rule of sports law will promote the gradual improvement of the mass.This study uses literature review method to study the sports law concept of the social sports instructors,which few scholars have study it.According to Questionnaire survey method,this study makes a survey for 500 social sports instructors of Taiyuan.At the same time,this study has interview with the social sports instructor management department,legal experts,sports experts interview.At the end,the study Use the mathematical statistics method and logic analysis to sort the results analysis,and the results show that:1.On the cognitive level of sports laws and regulations,most of the social sports instructors' understanding of sports laws and regulations no matter on the quantity or quality is poor;2.On the sports law's universal education,the vast number of social sports instructors have the will to understand sports laws and regulations,but they don't truely have in-depth knowledge of sports laws and regulations because there is no propaganda or the way of propaganda is too old,and our society is absent of law atmosphere,along with they pay little attention to it;3.On the judicial confidence of sports laws and regulations,social sports instructors think the law enforcement of sports legislation,execution and supervision is not enough,and they do not trust judicial apparatus as well as law enforcement officers;4.In terms of law-abiding consciousness,most of the social sports instructor have encountered the illegal phenomenon,but the people who use sports laws and regulations to safeguard the legitimate rights of themselves is few.The reason why the social sports instructors' concept of rule of sports law is weak includes:1.The restriction of traditional concept;2.The social sports instructors is lack of rule of sports law education;3.The lack of sports laws and regulations' propaganda;4.Sports laws and regulations have problems in its own legislation,law enforcement,judicial,supervision and feedback operation.The ideas of cultivation of social sports instructors' rule of law are as follows:1.Carrying out universal education of sports laws and regulations for social sports instructors;2.The formulation of sports laws and regulations should be complete,clear and concrete;3.Sports law enforcement agencies should pay attention to the role of sports laws and regulations,and enforce law strictly;4.Strengthening the supervision of the state and society for the rule of sports law's construction;5.To establish a good feedback system.
