| All the movement of a progressive society is a movement of "from identity to contract".In 2013,the Ministry of Finance issued the "Government Procurement Category Catalogue",which included sports organization services into the sports services purchased by the government.On the surface,it promoted the transformation of the status of sports social organizations as the main body of public sports service providers.The essence is government governance.The method changes from "single subject management" to "multiple subject contract governance".The replacement of "management" with "governance" marks the beginning of a new form of the relationship between the government and sports social organizations in the new era.However,the government’s purchase of public services as an imported product from the West will inevitably contaminate the color of the relationship when transplanted to our country.Sports and social organizations are the object of inheritance.The characteristics of "the duality of officials and people" also make cooperation more complicated.However,the current academic research on the purchase of public sports services is focused on exploring its contractual nature,ignoring the relationship behind the cooperation;in reality,the government’s purchase of public sports services is at the preliminary stage of exploration,and it is also due to "the adoption of Western solutions that lead to its rejection of the rule of man.",Overemphasize the rule of law."This research starts from the parties to the government’s purchase of public sports services,combines the relationship contract theory,and uses the literature method and field inspection method to take the Hubei Provincial Government’s purchase of mass events from sports social organizations as the research object,and explores the governance mechanism in it.Propose the optimal countermeasures for the government to purchase public sports services in order to maximize the benefits of public sports and move towards good governance.This study draws the following conclusions:The government’s purchase of public sports services from sports social organizations is a kind of relationship contract,which has the characteristics of the contract subject from abstract to concrete,incomplete contract content,high embeddedness of relationship operation,and contradiction between contract and relationship.2.The government purchases public sports services from sports social organizations to form a dual governance mechanism of contract governance and relationship governance.Contract governance uses incentive mechanisms,supervision mechanisms,and punishment mechanisms to ensure the formality of the project;relationship governance uses reputation mechanisms,empirical mechanisms,Means such as trust mechanisms reduce barriers to information sharing and further improve contract performance.3.Contract governance and relationship governance complement each other.Realizing co-governance in contradictions not only reduces transaction costs,but also improves service efficiency.It is also a manifestation of the common effect of the rule of law and the rule of man.The government should proceed from the "incentive-supervision-punishment" side to further improve the content of contract governance.Sports social organizations should actively play the role of the main body of sports governance,and pay attention to the establishment and establishment of a relationship governance mechanism with "reputation-experience-trust" as the content.development of.4.The optimization countermeasures for the government’s purchase of public sports services are to increase support for sports social organizations;standardize the procedures for the government to purchase public sports services;build a multi-subject,full-process,and dynamic cycle supervision mechanism;improve the government’s purchase of public sports laws Relief procedures. |
