The Research Of Party Building Of Urban Communities Based On The View Of Party Adaptation

Party Adaptation is the premise for a party to live and expand,the party needs to do some adjustments based on the environment changing to gain the energy and resource to help self-live and development.Once the party loses "adaptation" would face recession or the danger of disappearance.Now,China is in a transitional period,and the changing of social structure brings many conflicts of interest and social problems.The living environment of our party has changed a lot,and it is urgent to tamp the primary party building work to enhance our party's adaptation to the society.The paper mainly uses the cases study method,researched on Xiaobeiguan community,who innovate the work of party building;explain city community's party building is develop many kinds of adjusting activities.The mainly adjustment in the structure:Party organization regionalization,organization of Party of social service grid management,organization of Party of coverage continues to expand;The mainly adjustment in the function:embodied in innovative community party organization's social conformity function,the function of social service and political education.We have achieved some success,but still face many difficulties.Specific manifestation including:first,the dilemma in the community Party building adjustment:the poor effect of "big Party",grid construction slightly explicit formalization,and "Two new" party building is relatively weak.Second,the functional dilemma of Party building of urban communities:Party members in-service are weak in management and community party member education and management is not in place.After researching form this case,this paper think that the reason that party adjustment in city community party building now is in dilemma due to administrated primary Party building.Manifest that primary party organization has closed relationship with administration organization,the party organization use the top-down-approaches to develop their works.The initiation of party members 'participation is not strong,and there are only a few pure resident part members.The party transverse connection is weak.Administrative identity is more valuable than the identity of party members in the "Two New".Under the effect of administrated primary party building,there would be the problems including:city community value administration work more than Party building work,lack of horizontal integration,the vitality and cohesion is not enough,party organizations serving the masses are not strong sense of autonomy,"Two new" party building plays the lack of effectiveness.And at last,lead the city community party building into an adaptation problem.The paper analyzes the grass-roots party building administrative reasons,and the traditional system of units in Party building,organization of basic level party bear too many administrative affairs,grass-roots party members rights have not been fully guaranteed factors.Therefore,this paper consider that the primary party building should go back to the original party position,do reasonable functional localization of the primary party building,let it change from administrative working to socialized working,and protect the democratic rights of primary party members.Thus,it can help the party adapt the society.
