In recent years, Shandong Province has made some significant achievements in socialist mate rial civilization and spiritual civilization. However, there are still some problems, such as valuing economic development but neglecting spirit culture. This phenomenon weakens spiritual civilization and lags economic development. This problem also leads to belief crisis, moral disorder, integrity lacking and conscience lacking. It's a particularly serious problem in rural areas. In the course of promoting the construction of a harmonious society and taking administrative village or community as the basic unit, Shandong Province has implemented to construct rural civilization action and expectations policy around building the socialist new countryside for a period of five years as the basic of socialist core value concept construction. Through rural civilization construction, Shandong Province aims to create a new environment, to foster new farmers, to advocate new fashion, to develop a new culture, to achieve the purpose of new development. By the end of 2015, Shandong Province can achieve" full coverage of the activities, new face of the village",and more than 70% of the villages can reach the county civilized village standards. So it will play a positive role in promoting the construction of spiritual civilization in rural areas from the field of sociology to strengthen the construction of spiritual civilization."Action of rural civilization " is an effective way to strengthen the rural spiritual civilization construction, which will explore the construction of beautiful country and uphold the traditional culture of the Chinese nation and build a well-being society in an all-round way.In 2013, Cao County of Shandong Province has committed to creating provincial civilized county and promoted the creation of spiritual civilization comprehensively. The implementation of "Action of Rural civilization" is directly related to civilization county construction of Cao County. Therefore, the " Action of Rural Civilization " for spiritual civilization construction work also has a practical significance. Cao County has accumulated a profound historical and cultural tradition. Cao County is one of the birthplaces of the ancient culture of the Chinese nation. Shang Tang established capital of Shang Dynasty in Cao County. Since then, Cao County has become the earliest political, economic and cultural center. Cultural development in Shandong Province has included "3 capital", "2 saint", "4 peninsulas". Since China's reform and opening up, Cao County has a rapid economic development, with the total population of 1.6 million including 1 million rural populations. Therefore, the paper takes Cao County as an example. Based on sociology and public management, through the investigation and study, field visits, the paper summarizes the construction experience. Combined with Cao County "Action of rural civilization" mode, the paper summarizes the problems, difficulties and causes in the construction of spiritual civilization.
