Given the current situation, China is a large country with 80% of its population in rural areas. The questions of agriculture, rural areas and peasants are essential to the Chinese revolution and construction , and have an animportant bearing on the ongoing reform and opening at large. Without the stability and overall progress of the rural areas, it is impossible to see the stability and progress of the entire society. Likewise, if peasants can not live a comfortable life, the whole Chinese people will not have happiness. Furthermore, without the modernization of agriculture, the modernization of the national economy will become an empty word, and without the cultural and ethical progress of rural areas, the entire society will not make headway. Therefore, we must strengthen the cul- tural and ethical construction, and make great efforts to reach the grand transcentuary goal set up by the third plenary session of the fifteenth Communist Party of China to build a socialist country with Chinese characteristics. On the basis of the analysis and research of the new situation and problems faced by agriculture and rural economy in China, the paper summarizes the achievements, and problems and their causes, and works out the measures to further improve the cultural and ethical construction in rural areas.
