The Research On Improving The Quality Of Student Party Members In Higher Vocational Colleges

With students' mania for joining the Party,the number of student Party members soared.They are qualified on the whole,despite an insufficiency in some ways.Nevertheless,the expansion of college enrollment year by year has led to a decline in the quality of students,making the recruitment of new members more and more difficult.Under such circumstances,it is an important task to carry out the spirits of “Suggestions of Further Strengthening and Improving the Propaganda in Colleges and Universities in the New Situation” issued by the CPC Central Committee Office and the office of the State Council,thus improving the quality of student Party members,under the guidance of Marxism.Since 18 th CPC National Congress,the staff in administration and party work have deeply studied the issues of the quality of student Party members and made some achievements,publishing a range of relating articles in all kinds of periodicals and magazines.However,these articles are only found in higher vocational colleges in recent years which are much less than those in universities.It cannot be denied that those researches help improve the quality of the student Party members but still lack in comprehensiveness,elaboration and systematicness,unconcerned with the deep and systematic research on the quality of student party members in higher vocational colleges.Facing the decline in the quality of students,it is imperative to research on how to improve the quality of vocational college students who are distinctive in many ways.Based on an in-depth analysis of the current situations of the quality of student Party member,the follow issues have been found.The student party members have impure motives for joining the Party,strong self-centered consciousness,and are vulnerable to the outside factors;the students party members lack in political literacy,engage themselves in utilitarianism and play a less exemplary role,given that the colleges are not strict with the standards,stress much more on the education before the students join the Party but less on the education afterwards,coupled with the diversified influence of the moral values on them;the colleges think little of the students ' motives for joining the party,cultivate and inspect them for a short period,focuses more on learning than on improvement of theirideology,more on quantity on quality,besides,the content of education is not individualized,the training mechanism is dull,monotonous and less persistent.The existent problems cloud the prospect of the development,cultivation and education of the students party members in higher vocational colleges.To solve these problems,this paper puts forward the following measures.First,as for developing the student party members,the colleges should adopt the principles of publicity in terms of number,time,requirements and procedures.Second,the college should adhere to a all-round training strategy,improve a "three stage" education system,strengthen the construction and management to improve the quality of the students party members of vocational colleges.In June 2014,the central office of the Communist Party of China issued the "Rules for the Recruitment of Members of the CPC "(hereinafter referred to as the "Rules"),which is an important guideline for recruiting members.In order to implement the rules,in November2014,the Organization Department of Hebei provincial Party Committee issued“Requirements on the Implementation of Rules of the Recruitment Procedures of Party Members(Jizuzi(2014)77,hereinafter referred to as the Requirements),elaborating the twenty-five procedures in five stages.Recruiting members under the new situation must be consistent with the Rules.Adhering to the Party Constitution,the Rules,which is strict,practical and effective,makes definite and specific requirements for the twenty-five procedures in such five stages as screening,training and educating the activists,picking up and observing the targets,receiving,educating,and observing the probationary Party members,recruiting them officially,and the leadership and disciplines of recruitment.The Rules,serving as the foundation and guideline for recruiting members,must be learned seriously and implemented strictly.The general requirements must be carried out earnestly,including controlling the number,optimizing the structure,improving the quality and taking effect.At work,it's imperative to focus on the control of number,take the improvement of the quality as the core,ensure its effects as the purpose and make strict standards,training,procedures and clear responsibility.The political standards must be put in the first place,highlighting the advanced nature politically and the comprehensiveness in quality.The Party members must be led to keep the aims of the Communist Party in mind,focus on the masses,and fulfill their own responsibilities,setting a good example as the vanguard.Based on the implementation of the “Rules for the Recruitment of Members of the CPC”,the research puts forward a more clear and definite view on the recruitment of students members in higher vocational colleges.The ways to improve the quality of student Party members are tailored to higher vocational college students,known as four steps including Practice,Debate,Learn and Choose,which is referential for recruiting,improving the quality and promoting Party building in higher vocational colleges.
