Research Of Rural Public Service Standardized Construction Based On The Perspective Of Public Finance

In recent years, the level of public services in rural areas in China has been greatly improved.However, due to the restriction of the urban and rural binary system, the gap between the urban and rural public service still exists. The lack of standards in general, poor conditions and low level of the service, difficult evaluation, randomness, the lower satisfaction of farmers, has become a serious and widespread problem faced by the current rural public service. With the highly-speed process of balancing the urban and rural development and the equalization of basic public service, it is indeed improving that the pilot program of China's government management and the public service standardization, highlighting the standardization's importance as social management rules and formation of social orders.In 2014, Rongxian became the one of the pilot areas of the national rural public service operation maintenance of standardized construction. Through the exploration and practice of standardization construction, Rongxian improved the rural public service quality, enhanced the rural social management level based on its own characteristics and advantages. Furthermore, Rongxian used the newer and much higher standards to build an upgraded rural village, having solved many difficult problems such as a lack of standard of assessment and evaluation, hard to judge the government performance and so on. Finally, it forms the regional pattern that can be extended in the whole province and also can accelerate the construction of new countryside by means of standardization, called "Rongxian standards".Thus, this paper use the method of literature summarization to describe the classifications, patterns and traits of the foreign public service, meanwhile, it summarizes the study on the operation and maintenance of rural public service and its standardized construction in China. Then, explain the concepts of the key words, namely the public service, standardization, and the theory of public finance and the public service allocation standard. Furthermore, use the method of comparative analysis to introduce the international standards of public service, China's standards of the basic public service. Sichuan's standards of the basic public service and the Chengdu's social administration and public service in rural areas. Moreover, use the field research method to analyse the general situation, the statue problems and the condition of funds financing and using, from a case study of Rongxian based on the perspective of the public service which is the national pilot area of the rural public service standardized construction.Then, use the quantitative analysis to declare the native farmers' satisfaction to the overall standardized project and the concrete standards based on the four pilot villages in Rongxian. Further, use the Pearson correlation to explain the bivariate correlation coefficient by the SPSS, which was carried out the farmers'satisfaction between the 11 core standards of Rongxian rural public service and the overall standardization project, drawing a conclusion:the 11 standards are classified into 4 types:(1) farmers' satisfaction is high, but the sensitivity is relatively low; (2) farmers' satisfaction is high, the sensitivity is also high; (3) farmers' satisfaction is low, but the sensitivity is relatively high; (4) farmers' satisfaction is low, the sensitivity is also low.This paper finally offers some basic ideas to promote Rongxian rural public service of standardized construction from finance support and path dependence:firstly, the potential work must be well prepared for the rural public service of standardized construction; secondly, it is necessary to do a good job for publicity, implementation and the training of the rural public service operation and maintenance standardization project; thirdly, the governors should build a long-term working system including verifying the effectiveness and judging the performance of the standardized construction; fourthly, a standardized construction project should focus on the people-oriented, fully understand and reflect the basic needs for farmers; at fifth, standardization construction should embody the local characteristics and key parts. The ultimate aim is to promote the ability and enhance the level of rural public services operation and maintenance standardized construction in Sichuan province.
