Research On The Construction Of Rural Public Service System From The Perspective Of Urban And Rural Integration

The policy of agriculture?rural communities and farmers is a wise way to build the socialistcountry. The strategic decision is a wise way to build the socialist. The “Eleventh Five-YearPlan” focuses on rural public service. It is necessary to impress on the agriculture ruralcommunities and famers, it's good to carry on not only for the scientific development, but alsothe harmonious society. Otherwise, it's the way to get the goal of the “twelfth Five-Year plan”.Rural public services are supported to meet the necessity of farmers' living or agriculturaldevelopment with non-exclusive and non-competitive, there are still many problems in publicservices in rural areas, such as farmers' low income, farmers' heavy burden. These events don'thappen in a short time. The mainly reasons for them are poor basic of agriculture, urban-ruraldual structure, which leading to a serious shortage of supply of rural public service. Althoughthere are many problems in rural public service system, we have made great development in allfields. It's the time to carry on the polity of “industries repaying agriculture, cities promotingtownship”.In this paper, Firstly, I introduce the significance of balance urban and rural development.Secondly, I analyze the problems which are becoming bigger and bigger in the rural publicservice. Thirdly, the experiences that we learn from the developed countries' model of publicservices are beneficial for our country's development. Finally, the way to build the rural publicservices is essential to construct the new socialist countryside.
