Research Of Housing Safeguard Scope Based On Housing Payment Capacity

Housing is one of the basic elements of human survival.It is the basic right of every citizen in the modern society to have the right housing.With the rapid development of our country's economy,the living conditions of urban residents have been greatly improved.However,at the present stage,our country is in the stage of rapid development of urbanization and the deepening of the reform of housing commercialization.Housing prices have continued to rise as demand for urban housing has increased dramatically.More and more residents need housing and can not afford the high prices,the problem of urban residents housing difficulties has become increasingly prominent.In this case,the affordable housing has become an important way to solve the problem of urban residents family housing.The scope of housing security is one of the important basis for the development of the entire housing security policy and the supply planning.It directly affects the government's financial input and the feasibility of housing distribution.But at present,China's housing security work is still in the exploratory stage and started late compared to developed countries,lacking effective means to determine the scope of housing security.Therefore,the paper conducts theory analysis and empirical research on the determination of the scope of housing security,the main contents are as follows.Firstly,In this paper,through the existing research of the domestic and foreign scholars on the scope of housing security,we found that the determination of the scope of housing security applies housing affordability evaluation method.There are several problems in the determination process: First,with the national average level as the standard,we have ignored the difference between the level of economic development and the people's living standard of different cities;Second,with the local social average level as the standard,we have neglected the basic guarantee principle of housing security and the problem of the gap between the rich and the poor.Third,the reasonable value of housing affordability index is determined based on the international standards,while China is in a special stage of rapid development of the city and the deepening housing market reforms,there will be certain derivation if determining with the international standards.Fourth,only use one or several of the housing payment capacity indicators,respectively,without taking into account the shortcomings and limitations of the indicators themselves.Secondly,in view of the above problems in the housing security measurement,the basic principles of housing security and housing affordability are analyzed,and the inspiration of the theory to the research is summarized,and the Determination principles and constraints of housing security are further proposed: Calculation of the required values of the variables should be to meet the housing security and the basic living needs of local residents,and correspond to local economic development and the average level of the people's life in the current period.According to the above principles,combined with the existing research results,policy requirements and a variety of needs,we summarized the standard value of two important variables(Housing area and basic living consumption demand of residents),analyzed the calculation principles,advantages and disadvantages of Housing payment capacity evaluation index of house price income ratio,residual income and housing consumption expenditure ratio,and proposed the reasonable combination of three indicators to determine the housing security scope.Finally,based on the statistical data of 2007-2015 in Qingdao city,the constructed determination ideas are applied in the actual determination of Qingdao housing security.In the determination process,the method of comparative analysis is used to combine the housing area and Standard value of basic living standard of residents,and determine the scope of housing security in Qingdao with House price income and residual income indicators,and compare the determination results with the housing security scope obtained from Current housing security policy objectives and social average standard,and correct the unreasonable places,finally construct the comprehensive determination methods of housing security scope based on Housing payment capacity and determine the reasonable scope of housing security in Qingdao City.The research in the paper provides scientific ideas for the determination of the scope of housing security,which not only is conducive to the quantitative study on the improvement of housing security,but also providing a general and applicable determination method for the housing security in China.
