As housing prices continue to rise, the housing affordability of low-and middle-income families in cities is becoming increasingly inadequate, and housing difficulties are becoming more prominent. The government has formulated and implemented housing security policies to address the housing needs of these low-income groups. However, due to insufficient scientific and reasonable housing security access regulations, limited housing security resources have been wasted or unevenly distributed.Exploring and formulating scientific and reasonable housing security access methods is conducive to accurately identifying housing security objects, preventing waste of housing security resources, and enriching theoretical research on housing security. Therefore, this paper takes the representative cities of the less developed province Shanxi as an example to measure the housing affordability of urban residents at different income levels in the city, and on this basis, measures the housing security income line under the absolute and relative needs of residents, and then The actual housing security income line is compared, and a method for setting a reasonable housing security income line is discussed. At the same time,it can also provide reference for the setting of housing security income lines in similar areas. The article uses principal component cluster analysis to classify the prefecture-level cities in Shanxi Province into three categories, from which Taiyuan City,Xinzhou City, and Yuncheng City are selected as representative cities. The relevant statistical data of representative cities from 2013 to 2018 are used, and the residual income index is used.Measurement of the affordability of urban residents at different income levels in the three representative cities to purchase different areas of housing. The basic consumption expenditure of the residents involved was measured by the ELES model. The results show that the housing affordability of low-income groups in the three representative cities is insufficient and gradually deteriorates. On this basis,it analyzes the housing security needs of residents with absolute and relative needs, and then draws on the principle of residual income indicators to set up a method for measuring housing security income lines from different perspectives of demand. The absolute demand perspective refers to poverty The calculation of the relative demand angle is combined with the ELES model. The measured results are compared with the actual housing security income line.It is found that the three representative cities' actual housing security income lines are higher than the measured housing security income line. The conclusion that the actual housing security income line of each representative city is set high. Then further use the relevant statistical data of representative cities from 2006 to 2018 to establish regression models of reasonable housing security income lines for representative cities. Finally, based on the analysis results, suggestions are made to broaden the employment channels of low-and middle-income groups to increase income, and to establish a flexible adjustment mechanism for housing security income lines.
