In recent years, Technical Barriers to Trade(TBT) has legitimacy and protection coexist characteristics, which provides a wide range of operating space for many countries, who actually implement trade protection under an excuse of social security protection. The problem of Technical Barriers to Trade between developed and developing countries is particularly prominent. All the time, Tea is the main export earning product in our country, and the export volume has long been in the forefront of the world. And Japan is one of China's major tea importing countries, the Japanese market has been attached great importance to China's tea industry. However, Due to the implementation of stringent technical standards in Japan, our tea trade to Japan tends to weaken. Therefore, It is representative to research on technical barriers early-warning based on Chinese tea export to Japan. The corresponding measures to enhance the competitiveness of China's export products to deal with technical barriers have a profound reference and practical significance.Under the guidance of Ulrich Beck's ?Risk Society? theory, this paper enriches the risk early warning theory to deal with technical barriers, well solves risk threshold definition problem proposed by Beck, and sets up a set of relatively perfect early warning index system. Through the analysis of the shortcomings of traditional methods of technical barriers, this paper puts forward the necessity and feasibility of establishing the early warning mechanism of technical barriers. The developed countries and developed provinces of our country both have rich practical experiences, we can draw lessons from them. This paper mainly discusses two problems of the construction of the early warning mechanism of technical barriers, including the technical level and system level issues. And the corresponding solutions are proposed in the following.Thinking the starting point of China's tea exports to Japan suffering technical barriers, through China's tea market share and the disruption of the Japanese market, the paper specifically analyzes Japan's technical barriers system, and attempts to establish the early warning index system of technical barriers to the export of Japanese tea. Then, a BP neural network model with strong self- learning ability and adaptive ability is used to construct the warning model of technical barriers. The experimental result is ideal. It can accurately predict the degree of our country encounters technical barriers on exports next year and send out early warning signal, which can solve the problem of delay to a certain extent and provide technical support for the construction of technical barriers to early warning mechanism. This is also a breakthrough of application of BP neural network prediction function in the field of early warning of technical barriers.At the end, the paper tries to solve the problem of system construction and gives three suggestions: Firstly, Clear the task division of government, industry and enterprises, formate a mechanism of official production coordination mechanism. Secondly, From the legislative idea, system design and legislative procedure of technical regulations system, Perfect the system of technical regulations in China. Thirdly, Establish and improve the early warning mechanism of technical barriers.
