| Anti-corruption is a very important issue of every country and government at any times, which relates to a nation’s rise and fall. Since the 18th CPC National Congress, our country’s anti-corruption work has entered a new stage. At the 6th plenary session of the 18th Central Commission for Discipline Inspection, the President Xi stressed that the anti-corruption determination has not changed, as well the target to curb the spread of corruption has not changed. It pointed out the direction for future anti-corruption work. In recent years, the state-owned enterprises have become an important field of anti-corruption, which are facing a very difficult task of anti-corruption.This paper focus on the construction of anti-corruption system of state owned enterprises through theoretical analysis, empirical analysis and cases researches by the example of anti-corruption practice of China Eastern Airlines xibei branch. Firstly, this article initiated from the general theory and concept of anti-corruption system, and reviewed the top-level design and the institutional system of the current anti-corruption work in China. Secondly, on the base of the analysis of the status and the characteristics of state-owned enterprises anti-corruption work system, the author found main difficulties and problems of anti-corruption in state-owned enterprises,which compared to the government agencies. The first is that the construction work of the Communist Party of China have been weakened; the second is that the rules and disciplines is not strict enough; the third is that the management of state-owned enterprises has dual identity of both administrative and market; the fourth is that the system of supervision mechanism is not perfect in practice. Thirdly, the article analyzed the causes of the problems and solutions by the example of the anti-corruption practice of China Eastern Airlines xibei branch. Finally, the text proposed measures and suggestions about anti-corruption system and mechanism, such as to perfect the anti-corruption organization and leadership, to improve the supervision system of authority, to improve the three-dimensional prevention system of anti-corruption, to strengthen the punishment system of corruption, and other aspects. |
