Research On The Reform Of The Administrative License Of Special Equipment Based On Risk Analysis

According to the "plan" transformation of the institutional reform of the State Council and the function requirements,further change the administrative functions,improve administrative efficiency,improve the administrative permission system of special equipment,it is imperative to reform the transformation of government functions and administrative examination and approval system.The reform may lead to legal adjustment,job transfer,security control and other risks,in order to realize the analysis of risk,early warning,start the risk management technology,to form an effective risk warning and control decision-making mode of the functions of government departments.Research and sum up a set of "risk analysis based on the special equipment of the administrative licensing reform research methods".In this paper,by applying the work analysis method(JSA),the risk assessment index(RAC),the risk acceptance criteria(ARALP),the three methods of work to identify the risk of special equipment administrative licensing reform.This paper takes the special equipment to cancel the transformation unit license;cancel installation and maintenance unit license;cancel special equipment parts and materials license;cancel the license of special equipment personnel as an example,discusses the risks brought by reform.Through the analysis of the eight kinds of special equipment modification to cancel the permission of the unit in risk control,so the function change measures set is acceptable;cancel the elevator,large recreation facilities installation unit permits and field(plant)car maintenance license,manufactured by the unit or its authorized units shall bear the legal risk,regulatory risk is low,the risk is low,medium security equipment the social risk is higher,cancel the field(plant)in car maintenance license without risk;cancel the special pressure equipment materials permit less risk,risk control;cancel parts timely amendments to the relevant licensing regulations and Safety specifications,to avoid the occurrence of risk.Cancel the qualification assessment of special equipment operators have a greater risk,but also the need for in-depth research,comprehensive analysis,discussion,draw the appropriate preventive measures,and then gradually decentralization of personnel licensing.In this paper,the main results are: to achieve the functions of the transformation of risk prevention and minimization of risk,to promote the reform of special equipment administrative licensing,the transformation of government functions has practical significance.
