At present, the judicial reform in our country is stepping into the deep water area, how the. work of the scientific evaluation of the court and judge, correct guidance and incentive trial work, scientific supervision and restriction of judicial power to ensure trial work of the healthy and orderly development, is an urgent problem that the current reform of the judicial system. From the Supreme People's court decided to cancel the rank appraisal content point of view, the index of the clear is does not conform to the laws of justice assessment indicators, but within the statutory time limit clearance rate and so on binding targets did not cancel. On the contrary, in strict justice, these binding targets more rigid of. Performance appraisal is an effective carrier to implement these rigid constraints. This article mainly takes the trial behavior as the core, and analyzes the construction of the judge's performance management system. This paper is divided into five parts. The first part of the performance management and evaluation of the relevant theoretical basis, mainly including:the basic concept of performance management, as well as the necessity and importance of court performance management. The second part is the current situation of the performance management evaluation system of judges in Z Province, mainly including:the general situation of the performance management evaluation system of judges in Z Province, the main problems existing in the performance management evaluation system of judges in Z province. The third part for reference in the inside and outside the court (the judge) evaluation of the performance management system, mainly including:other provinces in China, performance evaluation methods and measure indicators profiles and Taiwan district judge performance evaluation method and measure indicators, United States Court (judge) performance evaluation method and measure indicators profiles. The fourth part Z province judge performance management appraisal system construction idea to trial act as the core, mainly including:sets up conforms to the laws of justice trial performance management concept, enhance the trial performance management for effectiveness, build scientific and reasonable trial performance management mechanism. The fifth part for Z provincial judges evaluation of the performance management system design, mainly including:General principles, evaluation of the organization and leadership, evaluation index and evaluation standard, evaluation procedures, the use of evaluation results, the evaluation of work discipline requirements.
