The Research On The Transformation Of Grassroots Social Organization Under The Vision Of "State-Society" Relationship

With the deepening of reform and opening up in China, the relationship between the state and society is gradually changing, the situation of "strong country, weak society" gradually changed. The strategic goal of promoting the modernization of national governance system and governance capacity has putted forward in the Third Plenary Session of the 18th CPC Central Committee, which greatly expanded the space for the reform and innovation of the state and society. In the process of transforming government function with the goal of "small government, big society", social organization as the public management function and social service provider, it plays an important role in promoting the transformation of government functions and building a harmonious society. As an important part of social organization, grassroots social organization plays an irreplaceable role in alleviating social contradictions, promoting public participation in society and assisting the government in overnance.This paper takes "X Service Station" as an example to explore the transformation and development of grassroots social organization from "Grassroots House" to "X Service Station" from the perspective of the relationship between "state and society", and try to provide policy recommendations for grass-roots social organizations'development. The second chapter is about the germination process of the "Grassroots House", at this time the national power has not entered the "Grassroots House". First of all, make a brief introduction of the Jiubao town where the "Grassroots House" located in, and then to analyzes the development motivation of "Grassroots House" in three aspects, then describes the germination process and service orientation of the "Grassroots House", finally summarizes the organizational characteristics of the "Grassroots House". The third chapter, which is from the "Grassroots House" transfer to "X Service Station", the state power has intervened into the "Grassroots House", the government start to absorb and integrate the "Grassroots House" First of all, this part described the situation that service station into the government vision-Xinhua News Agency reporter's interview, and then from three aspects to analyze the absorption and integration, finally it summarized the government's support to the service station. The fourth chapter is about the new role adjustment of "X Service Station" after the transformation. First, it analyzes the service station's interaction with the government in two dimensions, then concludes the change of the service type which is the transformation emphasis of the service station. Finally, it analyzes the dilemma of the service station in four aspects. The fifth chapter analyzes the growth track of "X Service Station" from the perspective of "state and society". The study found that:in the period of "Grassroots House", the transformation of local industry function brought about a large number of floating population concentration, it laying a solid foundation for the establishment of "Grassroots House", and the realistic needs of migrant workers and the absence of government in the social governing of floating population is the root cause what makes the service station engendered; During the transition period from the "Grassroots House" to the "X Service Station", the service station's influence gradually increased and it was absorbed and integrated by the government, the government legitimized the identity of the service station, the government in every levels has also given the service station funds, venues and the other supports. After the transformation, the "X Service Station" and the government launched a two-way interaction and cooperation. In addition, the shift in the type of activity from rights protection services to promotion of floating population' self-improvement and urban integration highlights the changing direction of the service station service. Finally, the government shaped the positioning and function of service stations that is one of the important reasons for the service station from "Grassroots House" transformed to "X Service Station".
