Regulatory Cooperation:A New Interpretation Of The Relationship Between Government And Society In Urban Grassroots Social Governance

Since the reform and opening up,social organizations have made great progress,and the government's management of social organizations has gone through different stages,from strict control to classified control,to cooperation with social organizations in public service provision.The current academic circles have two research paths for the study of the relationship between government and social organizations in this process:One is to focus on the transformation of state's management methods of social organization,and pay attention to the internal operation logic and behavioral choices of government administration;The second is to pay attention to the social organization behavior strategy under the macro-institutional environment of national governance,reflecting different state-society relationship from the side.This paper attempts to synthesize two perspectives and combine the case of government and social organization cooperation in grassroots governance innovation practice to make a new interpretation of the relationship between grassroots government and social organization.Based on the theories of cooperative governance and regulatory governance in social governance,this paper discusses the government's cognition of social organizations and the development of social organizations in the grass-roots social governance environment,and then puts forward the concept and analysis framework of "regulatory cooperation".Regulatory cooperation refers to the cooperation based on the regulation of both parties.From the perspective of cooperation,grassroots governments and social organizations have indeed established a certain cooperative relationship in such fields as community service provision;from the perspective of regulation,this kind of cooperation takes place in the specific background of grass-roots social governance,which is deeply influenced by the institutional environment of government governance.And it shows the logic of the grass-roots government's regulation of social organizations and the active regulation of social organizations themselves.According to the comparison and combination of grassroots government and social organizations,regulatory cooperation in grass-roots social governance practice is embodied in different forms.This paper combines the grassroots governments of S,Z and C cities to promote the innovative practice of social governance by means of social organization forces,and to explain this new type of political and social relations.The study found that regulatory cooperation is the product of the pressure-based system and the change of social governance environment in China.The logic of its formation is embodied in the government's regulation of social organizations and the self-regulation of social organizations.On the one hand,a large number of government procurement services have fostered the vigorous development of social organizations in a certain scope;On the other hand,the means of government management is becoming more and more mature.In the interaction with social organizations,the development scope of social organizations is gradually defined,forming a kind of political and social cooperation in special field with the characteristics of time and space.Among them,the difference in the power contrast between the grass-roots government and social organizations and the difference of the interaction make the relationship present different manifestations in specific practice.After years of development,this model has been initially formed,which is different from the western political and social cooperation,and is different from the traditional Chinese government's control over social organizations,and with a strong regulatory color.There are two mechanisms for its regulation.One is the support policy of social organizations developed under the requirements of problem orientation and governance innovation performance;the other is the different constraints on social organizations under the risk aversion caused by territorial responsibility system,which jointly promote the change of grass-roots social governance structure and political and social relations in the transformation of national governance.
