At present, China has established a relatively complete selection system of human resource in public sector, but this system has many problems in the actual operation:the testing methods focused on knowledge and skills, lacking the deep test about qualities of the examinee, such as values, social roles and motivations; the examinees'written test results (which can depend whether the examinee can pass the exam) gap is so small that there is no clear distinction among all the examinees; the level grades and classification system of the civil service examination are not perfect; high-level civil service exam test is missing and so on.For the current plight of selection of human resource in public sector, the author attempts to find some revelation from China's ancient imperial examination system. As a personnel selection tool, the imperial examination system is closely related with the political, cultural and social systems. No matter how the dynasty changed, the imperial examination system gained continuous development and improvement. To the Ming and Qing Dynasties, the imperial examination has reached its peak, the system tends to be perfect as well. From technical perspective, the imperial examination's proposition realized a clear distinction among examinees, the difficulty of proposition, requirements of format and evaluation criteria will eliminate out examinees that didn't have the quality of an official. Especially the stereotyped examination, realized a deep evaluation of the examinees'intelligence and creativity. Through vertical multi-level test, the evaluation of examinees was increasingly deepening. According to their qualities and abilities, different positions have been granted, so that the reliability and comprehensiveness of the examination improved. Anti-cheating measures, the different division of officers and multiple marking standards can all provide ideas for the plight of today's civil service examination. China's current personnel selection in public sector should refine the grading classification system of the civil service exam and distinguish different level officials by respective propositions. To senior civil servants, the evaluation should develop in depth so that it can outstanding a difficulty gradient distribution pattern; implement a plurality of subjects, different levels of in-depth test; set questions based on the subjective questions which can better reflect examinees' unique insight.
