Since the Wenchuan “5·12” earthquake in2008and the Yushu earthquake in2010,Chinese people have been inspired unprecedented donation enthusiasm. The arrival of thehuge amount of107billion of donations means “the first year of charity” in China. Butwith a series of negative news about charity, such as “Guo Mei Mei” and “Lu Mei Mei”came up to reality, the China charity, mainly the government-run charity suffered anunprecedented challenge and mistrust. How to operate the government-run charitybecomes a hot topic among Chinese people. I start research from the internal staffcomposition and management of a typical government-run charity organization (X) byusing qualitative research methods, and analyze the interaction between the X and otherorganizations (government/corporate/media/NGO) and the individual by using social roletheory. It proves that the X is not only salvage, but also carry many functions which are notdirectly related to charity. Combining with the current reform situation of X, the paperdepicts conflicts and struggles in X in order to reveal the evolution of a typicalgovernment-run charity organization, which is converted from government-run role topopulace role. The paper also predicts the mainstream trends of the government-runcharity’s reform and the new roles it will play. I hope that the paper provides usefulanalysis and suggestions for further research of domestic charity especially thegovernment-run charity.
