scientific reform for prisoners to return to our society is of great importance for the advancement of legal construction and the establishment of harmonious society. He also emphasized that only with the intensification of reform theory for prisoners and understanding the rules, our effort to improve the quality of rehabilitating prisoners would achieve, and would have a better service for the development of jail reform, for the overall work of our party and our country, for the harmony and stability of our socialist society. He hoped all the police officers can study and communicate from different aspects by making use of the seminar platform, their professional knowledge and the advanced experience from Hong Kong colleagues to provide practical guides for reform and regression work and compose a new chapter for the work of prisoners'rectification.Under the circumstance that all reform and regression work has been paid much attention by all sectors of our society, improving the rectification rate has been a social problem. All social sectors have the obligation to study and help prisoners rectify themselves and become law-abiding citizens. Physical education plays an important part and has significant influence on the rectification and regression work. In Prison Law, the 67th item in chapter five regulates that "a prison should organize the criminals carry out proper sports and cultural entertainment". Also in the Regulations for Criminal's Education and Rectification, the 32th item in chapter five "Prison Culture Construction" stipulates that "a prison should organize the criminals carry out rich and colorful cultural and sports activities, strengthen the construction of the prison culture and create an environment which is beneficial to the criminals'physical and mental health as well as their development. " The 34th item provides that "a prison should set up various forms of literature and art perform groups, sports teams, etc. and organize the prisoners carry out all kinds of art and sports activities according to their own situation. " In The Prisoners'Code of Conduct, the 25th item regulates that prisoners should "take part in art and sports activities to strengthen their health and cultivate their taste. " For developing sports activities in prison, our laws and regulations also have corresponding provisions.From present research, scholars from all aspects have confirmed by investigation that most prisoners have certain mental or ideological problems. So far, education, cultural education.Based on my own prison work experiences and through interview, questionnaire and many other research methods, this study combined with years of experience and understanding of the criminals' life state in prison. After the field investigation and analysis for the current situation that prisoners participating in sports, I concluded that the sports activities at present is few and monotonous, the prisoners have a positive understanding on sports activities, they are willing to participate in and hope prisons can organize or even normalize sports activities in prison. This study also carried out intervention experiment to find how sports activities affect the reform process of prisoners. The experiment divided its subjects into two groups-the experience group and the control group.Besides, this study advices we should give full play to sports activities to rectify the prisoners. In prison, we should make sports activities to take the path of normalization, whole-staff-participation and standardization. The prison department should integrate and make full use of social resources and do a good job of reforming criminals, promote the process of re-socialization for prisoners and promote the harmonious development of society.
