Factors Affecting The Size Of China Local Government Studies

As the size of government is important to social stability, economic development and administrative efficiency,it is always an important topic among politicians, economists, administrators and academic researchers.The new round of government administration reform since 2013 is in progress. It is the seventh large-scale government administrative reforms since the 1979 Reform. However according to the current situation, the size of China's local government does not shrink but its administrative organization size, financial scale, and the number of government staff tend to expand in recent years. Therefore, this research on the factors affecting the size of local government is very valuable.In this paper, theoretical and empirical, qualitative and quantitative methods are applied to the research on the size of local government.This paper introduces the theory of the size of government; analyzing the 1997--2009, China's local government comprehensive scale of the overall situation, after calculating the comprehensive scale of local government, and local government comprehensive spatial and temporal characteristics of the scale described analysis, the local governments have been expanding comprehensive conclusions now; Based on the Panel Data model, using 1997--2009, China's 31 provinces and union territories (excluding Hong Kong, Macao and Taiwan) 7 variable Data comprehensive scale factors affect the local government carried out a diverse regression analysis, empirical results related effects and the extent of influence of the index and the local government comprehensive scale. For empirical results, we propose to change the axis of local government functions, efforts to control excessive expansion of the size of government, effectively eliminating it brings many negative effects, achieve effective transformation of government functions, establish people's satisfaction with the service-oriented government The foreign policy.
