Human society is entering a fast-growing information age. With the constant development and extensive use of information technology especially internet technology, informatization, digitization and networking have become an inevitable trend of social development in the future. E-government, through applying information technology to government management, is becoming a revolutionary force to reform the government's administrative environment significantly and exert tremendous impact on the traditional government management because it is characterized by opening up, information sharing, interconnection, fast transmission and interaction. It has become an urgent task for governments at all levels to take the initiative to adapt to environmental changes, quicken the step of changing the government management model, improve administrative efficiency and level by making full use of information technology, and build a diligent, honest, efficient and transparent service-oriented government.As everyone knows, the model of government management depends on the level of economic development and social environment. For a long time, the management model of hierarchical bureaucracy formed at the age of industrial economy has revealed its serious drawbacks in the tide of intellectual economy. But as the local government, which is regulated by the central government on one hand and restrained by the economic strength and public needs on the other, falls into a dilemma on how to rationally reform the government management model. Based on this, this paper, with the municipal government---Yiyang Municipal Government of Hunan Province as a case study, summarizes and analyzes the direct influence from E-government on changing the government management model, and attempts to find a way of changing the government management that is suitable for national and local conditions. I hope the paper will be a good reference for local governments at all levels.First, this paper analyzes the background of E-government and the government management model reform, introduces and summarizes the basic features, development status of e-government and the evolution of government management in China and foreign countries. On this basis, it analyzes the interactions between e-government and government management. Then, with Yiyang city of Hunan province as an example, it introduces Yiyang City's e-government development and reforms of government management model. Furthermore, it gives an in-depth analysis of the elements, main objectives, ways and influencing factors of local government management model, points out the direction of local government management model reform and proposes a new local government management model--virtual "desktop+ windows" model. Finally, the paper puts forward some suggestions and countermeasures about how to quickly adapt to the environment of E-government and how to accelerate local government management model reform.This paper argues that there is an interaction between E-government and the government management model. E-government is attached to the government management model, however, as an advanced tool, E-government can promote the changing of government management model. Government decision-making, management mode, organizational structure and government employee are the main factors causing the reform of the government management model. The main objective of the government management model reform is informatization of government management, visualization of government administration processing, digitization of information resources by way of top-level design, demand orientation and technology driving. Because of different levels of government, the reforms of government management model is not the same. As a local government, its management model should be established on the basis of the traditional bureaucracy, with an introduction of the new public management theory as a complement, and an establishment of a new local government management model-- virtual "desktop+windows" model.
