| The overall arrangement for the construction of modernization has already upgraded to the quaternity of harmonious combination of socialist democratic politics, advanced culture, market economy and harmonious society from the trinity of market, democratic politics and advanced culture. Constructing service-oriented government and enhancing government public service functions are key elements of constructing socialism harmonious society process. The local government plays tremendous role in the economy and social development in China. Thus, the construction of the local service-oriented government will promote the process of constructing socialism harmonious society.Firstly, the paper starts with studying the theory of "harmonious society", analyzing the background of constructing harmonious society and tracing back to its theoretical origin; moreover, the relative theories of government functions, local government functions and service-oriented government have been stated, which could lay a good foundation of the furthermore investigation; thirdly, the author has analyzed Chinese local service-oriented government's function, its current situation and existed problems; finally, the suggestions have been given to improve the local service-oriented government's functions.
