| In 2013,at the Third Plenary Session of the 18 th Central Committee of the Communist Party of China,the Central Committee of the Communist Party of China included the development of inclusive finance in the party’s resolution and listed it as an important development strategy of our country.In recent years,various government departments have continuously improved relevant policies and systems in the field of inclusive finance,built a new pattern of service supply,and innovatively developed inclusive financial products,so as to solidly promote the new model of inclusive finance development in China.L City in Shanxi Province has the dual status of a resource city and a poverty-stricken area,and is in the critical period of reform and transformation.At the same time,S City in Shanxi Province is a city with a large number of rural counties and a high total population in the central and western regions of my country.The imperfect and insufficient development of county-level inclusive finance has led to a long-term lag or even vacancy in financial services in some counties and rural areas in my country.Existing data show that few experts and scholars have studied the development of inclusive finance under the dual characteristics of resource-rich cities and poverty-stricken areas from the perspective of the government.Therefore,from the perspective of the government,it is imperative to study how the L city government can help promote new development.This dissertation consists of the following six parts.The first part expounds the key research background and research significance of China’s financial inclusion,summarizes the foreign research results,and introduces the research content and research methods.This paper expounds the research background and research significance of my country’s inclusive finance,summarizes the domestic and foreign research results,and introduces the main content and main methods.The second part introduces the core concepts and theoretical basis of financial inclusion.Three concepts and four aspects are outlined,and some related theories are summarized.The third part introduces the current development status,problems and causes of inclusive finance in L City,Shanxi Province.The fourth part introduces the work measures of Shanxi L city government to promote development.It is carried out from the aspects of financial support for poverty alleviation,rural revitalization and small and micro enterprises,innovation of inclusive financial products,and construction of social credit environment.In the fifth part,countries such as Bangladesh,Brazil,Mexico,and India are selected as typical cases to introduce cases,and summarize experiences and practices.In the sixth part,in view of the existing problems and based on the practice and excellent experience of foreign government governance,the author tries to put forward six measures and suggestions for the L city government to promote the development of inclusive finance,in the hope that it can benefit the inclusive finance in S city and even a wider range of Shanxi Province.The practice of rapid financial development can be used for reference. |
