Recently,rapidly urbanization causes the lots of social conflicts especially which root in rural land expropriation as well as the transformation of Chinese society.In the process of rural land expropriation,disputes for illegal use of land,compensation for expropriation,ownership of lands occur frequently,which led to a large number land petition and result in serious negative effects.Based on facts,this article researched the current situation of China's land petition work on the national level and local level,and put forward some proposals to improve the land petition work.From the beginning of the research of the theory on land petition,this article defines the concept of petition and land petition,and analyze the status that the land petition ought to be to find out a relief channel for information feedback.This article emphasizes that right relief and democratic politics and its core function is to maintain our countries'public ownership systems of land,serving the socialist economic construction.After that,through comparison between the current status of China's land petition work and the sollen status of land petition,this article highlights these problems of our countries' current land petition:First,at the national level,the number of land petition is still running in a top digit movement,and petitions always show some obvious feature:"organized",which will result in some society impact;second,at the local level,a series land petition data and cases in N City in Jiangsu,show that the land petition work is very heavy for local institution,infraction petitions and the jurisdiction issue of land petition are very complicated,on the other side the workforce is still weak.The foregoing are all obstacles to the implementation of land petition system.Third,this article investigates the cause of these problems including:imperfect of land petition system,weakness of judicial dispute resolution mechanism,lower economic compensation standard,less attention to land petition work,corruptions on land work.Finally,this article submits some advices to solve above problems,such as to establish a multiform complaint mechanism,to clear positions of the department of land and resources,to provide a well coordination of land petition and judicial remedies,to improve land use review and improve the economic compensation standards,etc.The working methods of local land petition work need be improved also:to strengthen responsibility of the department of land and resources,to execute the "key management" system,to reinforce the tracing of disposal of land petition case,to enhance the level of information construction of land petition work,and to power the executing of ruling by law,to strengthen the accountability force to related officials and departments and so on.
