| Since 1990s, there have been more and more non-governmental organizations in environment field, which played an important roles in environmental protection.In order to maintain the gradual improvement toward the domestic environment, it is more than crucial to reinforce the construction of non-government oriented environmental organization. The key to accomplish such task, is to construct a perfect promoting system.On the basis of the theory of organizational development, this paper starts from the research of the status and the existing problems of the domestic environmental non-governmental organization. It analyzed both the external factors (for example political, economical, social, cultural and legal aspect) and internal factors (such as organizational targets, organizational charters, and organizational structure) for which have obvious influence on the development of environmental non-governmental organizations. On these bases, we can get the motivation for environmental non-governmental organization to promote their development.These motivations includes:first of all, the motivation due to the targeting force of the organization, the level of self-discipline of the member, and the increase of initiative of organization's structure. Furthermore, the motivation due to the gradual decrease of the standard of the environment, the perfect economic system, the government transitions toward policies, and the public awareness. Last but not the least, is the motivation due to the impact of the international non-government oriented organization. In the conclusion of my thesis statement, I will point out the condition for supporting the construction of the promoting system are, to build a better developing environment, reform the inner structure of the organization, reinforcement of non-government oriented organization and the government, the cooperation of corporate, strengthen the cooperation and communication between domestic and foreign environmental organization.
