Food is the paramount necessity of people,safety is the supremacy for food.Food safety is directly related to human survival and development,as well as influences the health and safety of the masses and also has an impact on many major practical problems such as China's economic development,government credibility construction and political legitimacy.In recent years,there has been a noteworthy and significant trend in the field of research on food safety.On the one hand,major food safety problem often occurs on the domestic food market from"Sudan","melamine" to "lean","waste oil",such series of events arouse consumer's suspicion on the quality of the food.On the other hand,food exports of China have shown strong export growth,and few occurrence of major food safety problem makes China's exports of food get a certain reputation in the international market.As an important issue of China's food safety,this sharp contrast in domestic market and export market causes widespread concerns in society,while more and more consumers consider export food is more secure than domestic food.Does food safety discriminatory phenomenon exist?According to Xinhua News Agency reported on April 19,2011,China's food export passing rate is maintained at 99.8%over years,while the rate of qualified domestic food only about 90%.In addition,according to the latest data from "Chinese food safety Development Report 2014" and the State Council Information Office:In last five years,the passing rate of food safety rose steadily toward good momentum with development from 95.4 percent in 2012 to 96.8%in 2015,but China's food export safety over the past decade has maintained a pass rate of 99.9%.To some extent,although there is only a gap less than 3 percent points,it highlights the different food security situation between export and domestic food.Why does the different food safety situation exist?Objectively speaking,the causes of different situation about export and domestic food security is multifaceted,including multiple factors such as market maturity,government governance level and social cognition concept.Through comparative research of export and domestic food,we find no matter in which part of food production from distribution to sale,government's regulatory standards for food safety fundamentally determines the corporate and consumer behavior.Government's differentiation on policies between export and domestic food from the aspects of regulation legal,regulation subject,regulation approach,regulation standards and regulation technique reflect the inadequate domestic food quality and safety supervision system of China,as well as the inadequate quality and safety traceability mechanism.Therefore,this research on government regulation of export and domestic food will help to identify the key reason for food safety discriminatory phenomenon home and abroad,so as to put forward constructive suggestions and improvement approaches on food quality and safety.
