The Research Of Government Role Of Chinese Eldedy Care Service Industry

Since 1999,China formally entered the aging population countries,the ministry of civil affairs of social service development publishes the data from the statistical bulletin in over 60 elderly population has reached 222 million,accounting for 16.1%of the total population by 2015.In accordance with internationally standards,our country has entered the stage of depth of an aging society,Aging problem present large quantity,fast development,venerable age,the differences between town and country,old but not rich,do not have enough facility and people but elder,with the increasing of China's aging population,pension demand increased gradually,the government in the old-age security in the first puff.Pension has been costs soaring,On the one hand,as China's life expectancy extended continuously,pensioners increasing proportion of older people;On the other hand,the average growth rate of working-age population fund contribution rate is falling,the government financial burden.China faces the stress that well-being for the elderly and realizing the sustainable development of national health quickly.Under this background,the development of pension services industries,and actively deal with an ageing population is particularly urgent.In order to realize the old be raised,the old be treated,old-aged providing,comprehensive,variety,high quality to meet the demand of the elderly.At present our country has preliminarily established social endowment service system,the initial formation of elderly services and consumer market,through policies,enterprise participation and market operation,overall planning,social support,and take measures to promote more endowment service industry healthy and rapid development.In this paper,using literature analysis and questionnaire survey,combing the current situation of the development of pension services of our country,and achievement,combined with the relevant experts and scholars of academic papers and related works.The government role theory and the welfare pluralism theory as the foundation,analysis of the industry development present situation.And summarize the four aspects contradiction between supply and demand of endowment resources exist in the pension service industry of our country at present,all kinds of endowment way not harmonious,lack of innovation incentives pension services,pension service team construction.At the same time,in the analysis of the government in the pension services method in assessment of overall leading,social guide,regulation and maintaining fairness problems,study to explore the cause of these problems.Through the comparative analysis,experience from developed countries as well as the actual social situation in our country,the transformation government function,government dominant multiple subject to participate in the pension services,and strengthen the regulation pension services from three aspects,the role of government in the development of China's pension service industry in place.
