A Study On The Interactive Relationship In Government's Purchase Of Community Service

In recent years,there are social development,pluralistic co-governance,community imagination and other development concepts continue to enter the social life,they are breaking the traditional government "A pattern is suitable for all" social governance model,as well as,play the power of all parties,and pay attention to Multi-participant.At present,China is transformating the government functions and it's in the early stage now.The government to buy social services cooperating with government and social organizations plays an important role in social life.At the same time,social organizations of the rapid development has brought a new exploration to solve the government problem.The cooperation between government and social organization has been formed a service system,but cooperation of them is still in the early stages of development and it will certainly be subject to many factors.Therefore,so many scholars have an interest in the study of the interaction between government and social organizations.The study of this paper is based on a government to purchase community service project,Based on the study of the former,author analysis that obstacles of the interaction between government and social organizations has a great relationship with social environment.Therefore,author analyzed that the interaction process and interaction form between government,social organization and community residents.First of all,the author collect the relevant research data which through the literature research method and classification.Analysis on the Advantages and Disadvantages of the Government 's Interactive Study on the Purchase of Social Service from the Domestic and International.Second,author analysis that the three subjects of government to buy community service projects,which Combined with the Government to buy the project process,rules and regulations and the whole process of running the project.Therefore author analyzed that the government,social organizations and community residents in the interactive mode mainly in the following points: one is the government's leading service provider;the second is the Social organization collaborative service output;the third is the community to enjoy the service;the four government supervision and evaluation service effect.Between the above points,there is combined with the author in the project operation experience,which form resources as the center and put forward two issues that the resources from top to bottom output and resources link to non-sustainability.So author put forward two constructive comments from the macroeconomic level and the micro needs level,one is to build a community sharing platform,link resources and build a resource sharing guide;the other is the government guidance,Social organization 's own capacity building and community residents Participate in social construction.To provide a reference for the future operation of the government to purchase social services and interactive mode.
