Research On Resource Integration Strategies Of Social Organizations From The Perspective Of Party-social Relations

Since the 1990s,social organizations in China have shown a rapid development trend.As the organizational carrier of professional social work,social organizations rely on their characteristics of leveraging multi-resources,providing public services and promoting social participation.It has played a huge role in most fields of social governance,but it is also facing many difficulties.In order to explore the development path of social organizations in China,this paper first analyzes the resources needed in the current development of social organizations,and it is find that social organizations are facing with strong resource dependence from the perspective of Government-Society Relations.Therefore,it is proposed to turn the research paradigm to the perspective of Party-Society Relations and using the theory of resource dependence to make a comparative study of the development of the two social organizations.The study found that there is a unique way of development of social organizations from the perspective of Party-Society Relationship.Social organizations have unique advantages in expanding business areas,political resources and legitimacy,which can make up for the resource gap in the current development of social organizations.First social organizations can use party purchase service to expand the field of party building business and form their own organizational competitiveness.Secondly,the party-mass department can absorb outstanding people in social organizations through giving them formal identity,so that a strong connection between the social organization and the system can be established.In addition,party building can endow social organizations with political legitimacy.And under appropriate strategies,it can also maintain the contextual legitimacy which required by social organizations to carry out projects.On this basis,the social organizations from the perspective of Party-Society Relations have formed a unique strategy of resource integration,and vertically,a solid connection has been established between social organizations and Party organizations.Horizontally,concerns about the legality of cooperation have been eliminated between social organizations,enterprises and other social organizations,and there is a stable platform for communication.In fact,this strategy is on the basis of clarifying the development environment of China social organizations and the practical wisdom extracted from local practice,which opens up the living space for social organizations and social work to take root.Finally,the article discusses the issue of weakening the autonomy of social organizations from the perspective of Party-society Relations,and puts forward some suggestions.First,the Communist Party of China should strengthen the leadership over social organizations and formulate a basic law for the management and development of social organizations in line with China's national conditions.Also it need put all kinds of laws under a unified legal framework to improve the management system of social organizations.Second,the party and the government need to play their own role,clarify the boundary with social organizations,and leave room for autonomy for the development of social organizations;while social organizations need to enhance organizational professionalism through the integration of professional knowledge and local practical experience,and establish a professional human resources management system to enhance the professionalism of the talent team,so as to strive for space for organizational autonomy,and promote the development of social organizations.
