Our country which has entered the aging society in2000was one of theearliest developing countries joined into aging, and it is characterized by gettingold before being rich, the fast aging growth rate and the obvious aging. Becauseour country is in the Period of Economic and Social Transition, the aging problemand other social issues make the settlement of older persons much more difficult.In addition, the present plight which is brought by the weakness of family supportand social supply for the old also needs new-type maintain pattern to meet thediverse requirements of the old, which contributes to form community-basedsecurity for old people. The new model which is based on the community toprovide the old with social welfare services is a new way to solve the agingproblems, and also combines family support pattern and social institution securityvery well. In recent years，especially the plan of community welfare service in2001contributes to develop many practices of local government departments atall levels, which confirms the necessity and rationality of community-basedsupport for the old an easier prospect, and demonstrates overall functions. Thelocal practices have developed stationary patterns which have built stablefoundations and compelled the perfection for the whole community-basedsecurity for old people. However we should clearly realize some existed problemsand challenges presently, while we have acknowledged a great deal of experienceand merit.This thesis make the further research based on how to optimize resource andoperation patterns: On the one side, by analyzing the functions of community source and security for the old, I summary the sensible functional patterns ofcommunity-based security and find some problems in the present operation, suchas the lack of the law, support mechanism of funds and coordination mechanismamong the correlative departments. Besides, the level of social participation islow and the functional positioning is undefined, in addition, NonprofitOrganizations are not fostered sufficiently; On the other side, compared withdiverse foreign patterns, the article concludes the experience of other countriesand generalizes my points about the perfection of these problems and the tentativestructure and optimization of the necessary resources which contribute to theperfection of function In the whole Model of Community-based security andcommunity welfare services for the Aged.
