The Behavior Of Village Cadres In The Process Of Land Acquisition

Given the relevance with dramatic changes experienced in the society,land conflict has become the focus of attention.A large number of rural land expropriation can not cross over the group of village cadres.In the context of rapid urbanization and industrialization,selling land can make huge number of money quickly,and the huge change of interest brought about by the urban development makes the village cadres deviant frequently.As a traditional agricultural province,the contradiction between the expansion of urban and the scale of agricultural production make Hubei Province occurring land acquisition frequently.The backwardness of the county economy makes a large number of rural labor outflow,the village is "hollowing" seriously.As being the research area,the research of village cadres' behavior in Hubei Province can provide great reference value for the underdeveloped areas.It is found that the village cadres play different roles when they face grassroots government and villagers in the land acquisition process:When dealing with the grassroots government,they pay more attention to be the national agent,being the grassroots government's legs and feet to complete the land acquisition task to make sure they can get enough benefits;when face the villagers,they show a strong tendency to self-interest,by using a variety of "soft" and "hard" means to force the villagers letting the land.It misses the point when understanding the frequent deviant behavior of village cadres from the perspective of legal procedure.The imperfect supervision system and the not specific operating specifications can be the reasons.But the deeper reason is the developmentism of government,and the vigorously promoting of "enclosure movement in China".Developmentalism,the "political and economic integration"development and the land expropriation system are all components of "legitimization"mechanism of conflicts.The first chapter is intended to review the related researches concerning the role and behavior of village cadres in land expropriation.On that basis,the author makes research question clear.The second chapter introduces the status of Hubei as a traditional agricultural province,the overview of the whole village and the course of its development since the reform and opening up is analyzed.The third chapter mainly introduces the role of village cadres in the process of land acquisition and the way of working for the villagers.and the mandatory characteristics of land expropriation and violent conflicts are studied.The fourth chapter is about the different roles when village cadres face grassroots government and villagers in the land acquisition process,and the motivations are studied.The fifth chapter is the explanation for the legitimization of those village cadres'behavior in land acquisition.
