Study On Party Construction In Foreign Capital Enterprises

Over the past 30 years of Reform and Opening up,foreign funded enterprises rapidly settled in all parts of China,with the scale,quantity and strength,developing into an amazing force which can not be underestimated as well as an important part of China's socialist market economy.An continuously improvement in the Party Construction level of foreign funded enterprises is not only the vital composition of the Party 's work in the new period,but also the inevitable requirement to regulate the enterprise management,consolidate the Party's ruling basis in all areas of economic and social coverage In general,the Party Construction work in foreign funded enterprises has made remarkable achievements in the aspects of organizational coverage,working method innovation and mechanism improvement.As an exotic product,compared with the traditional local non-public enterprises,foreign funded enterprises have a huge difference in business philosophy,corporate culture as well as management mode,leading to the problem of how to manage the Parties in foreign funded enterprises and who to mange them,which hinder the development of Party Construction progress in foreign funded enterprises as well as affect the actual effect of the full coverage by the Party's leadership,working mechanism and organizational role.From the perspective of management,this study expounds some related concept of foreign enterprises,the Party Construction work in foreign funded enterprises and some principles of establishing Parties in foreign funded enterprises.As well as by clarifying the developing process of the Party organizations in foreign funded enterprises,this study proves the necessity of strengthening the management of the Party organization in foreign capital enterprises.On this basis,by cooperating with the local government in Free Trade Zone in Zhangjiagang City,this study acquires the first-hand data about the basic situation of the Party organizations in this region.By selecting samples for questionnaire survey and field interviews,this study is able to get insight into the development,real conditions as well as the centralized management mode in this region.Through the evaluation of the centralized management mode in this area,this study affirms the effectiveness of the centralized management model,but also exposes some existing problems in a comprehensive and concrete way.In general,insufficient attention of owners in foreign funded enterprises,incomplete system,insufficient inspiration and the lack of self-management ability in the Party organizations are the main problems.To address the problems above,through reinforcement theory and holistic governance theory,regrading with how to be acknowledged by owners of foreign funded enterprises,how to get a two-way fusion between the responsibility of enterprise production and the responsibility of the Communist Party members,how to optimize management models and how to function as service-oriented party organizations,optimized countermeasures are put forward in this study,which would be beneficial for the similar government departments to carry out the work of Party Construction well.
