Under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era,China has gradually formed a new pattern of opening up to the outside world with an emphasis on integration of development and security.The Pilot Free Trade Zone(FTZ),as an important focus point of the new round of opening up to the outside world,has been constructed to foster economic development and maintain national security.As an important player in the construction of FTZ,the customs also need to align with new demands and grasp new opportunities in the process of FTZ construction,and further optimize Customs management functions so as to serve the overall development and security of the country.This paper examines a representative case of S City Park Customs and,based on policy practice,explores the integration of development and security,and discusses the problems and reasons behind the further optimization of the management function of local customs under the new situation in the process of promoting the construction of pilot free trade zones,and then proposes relevant countermeasures.The paper argues that local customs face four major difficulties in optimizing management functions:first,the behavioral inertia and overall cultural atmosphere of the customs make them less motivated to optimize management functions and implement corresponding measures;second,the customs,with its limited human resources,can hardly meet the demand for manpower,material resources and capacity for the construction of the pilot free trade zone;third,the customs are lacking in incentive&assessment mechanisms to encourage reform and innovation,making the slogan of " bold trial" and " bold breakthrough" empty talk;fourth,the rule of law construction has been deficient in the customs,which leads to adequate implementation in reality.In view of the above,this paper proposes solutions from five levels,namely,avoiding path dependence,changing working ideas,accelerating capacity enhancement,establishing incentive&assessment mechanism,and promoting rule of law construction,so as to further promote the optimization of customs management functions and to better serve China’s new pattern of opening up to the outside world that emphasizes integration of security and development. |
