Research On The Practice Of Consultative Democracy Of The CPC During The New-democratic Revolution

The report of the 19th CPC National Congress pointed out that deliberative democracy is a unique form and unique advantage of China's socialist democratic politics.The study of deliberative democracy in the period of the new-democratic revolution helped to clarify the endogenous nature of deliberative democracy in China.It theoretically traced the origin of China's negotiated politics and demonstrated the uniqueness of the political form.On the other hand,it helped to sum up the new democracy.The experience and lessons from the practice of consultation during the period of the communist doctrine provide a useful reference for the development of contemporary consultation politics and give play to the unique advantages of the consultation.The content of the paper is divided into five parts:The first chapter is the introduction.It mainly explains the reason and significance of the deliberative democracy in the period of the new-democratic revolution,the review of the relevant theoretical research on deliberative democracy,and the research ideas and methods.So as to support the framework of the following detailed discussion.The second,third,fourth and fifth chapters are the main part of the paper.It analyzes and elaborates on various aspects of the formation of deliberative democracy during the period of the new democratic main revolution,the specific consultation process,and the value revelation.The second chapter discusses the theoretical logic produced by the deliberative democracy during the main revolution of the new democracy.The connotation of theoretical logic is mainly explained from three perspectives:Marxism-Leninist theoretical resources,new-democratic theoretical resources,and Chinese political culture.Marxism-Leninist theoretical resources mainly analyze the theory of the united front and the theory of party relations,and they provide a fundamental theoretical approach to the practice of deliberative democracy.The resources of the new democratic theory are mainly from the perspective of combining the basic principles with the reality of China,and analyze the theoretical guidance of the new democratic theory on the practice of deliberative democracy in this period.China's political and cultural resources set out from the "medium and harmonious" ideology that excellent traditional culture has nourished the practice of deliberative democracy.The third chapter deals with the historical logic of deliberative democracy during the main revolution of the new democracy.Historical logic refers to the unbalanced social and political ecology resulting from the practice of deliberative democracy in the new-democratic period,the unification of political tradition,and the active promotion of the Chinese Communist Party.From the perspective of history and reality,the objective environment created by the negotiation practice is clarified.The unbalanced political ecology is manifested in the non-equilibrium of the contrast between political power and class power.This is the precondition for the development of deliberative democracy.There is a huge gap between the unification of the political tradition and the actual situation at that time.The people are calling for a political approach to a consensus.The Chinese Communist Party actively responded to the trend and promoted the practice of deliberative democracy.The fourth chapter deals with the practical clues of deliberative democracy during the main revolution of the new democracy.Looking at practical clues,the focus is on the negotiating political practice of the Chinese Communist Party in the period of the new-democratic revolution,the Democratic United Front,the anti-Japanese national united front,and the People's Democratic united front.The process of consultation and cooperation in the first cooperation between the Kuomintang and the Communist Party and the anti-Japanese democratic regime between the Tripartite regime and the New Political Consultative Conference was discussed in detail.The fifth chapterdeals with the value analysis of deliberative democracy in the period of the new democratic main revolution.Value analysis mainly starts from the theoretical and practical aspects.The theoretical value embodied in the study of the practice of deliberative democracy in the new-democratic stage can prove the endogenous nature of contemporary Chinese negotiated politics and provide legal argumentation for the Chinese political party's political system.The practical value is embodied in the enlightenment of contemporary deliberative democracy that insists on the party's leadership and advances the institutionalized development of deliberative democracy.
