In June 2014,the central comprehensively deepen reform leading group’s third meeting examined and approved the Judicial System Reform Framework Views and the Judicial Reform Program of Shanghai,the meeting documents identified Shanghai,Guangdong,Hainan,Hubei,Jilin,Qinghai,Guizhou as the first batch of judicial reform.Since then,as a key system in the new round of judicial reform,the judges’classification system developed in the vast majority of the court all over the country.The judges’ classification system is a specific system which may lessen the "cheese"of the judicial frontline staff,its essence is the court personnel classification management.Accords with the basic law of judicial operation,the system contributes to ensure judge independently exercising the judicial power,improve the professional level and working efficiency,further realize judicial justice.In fact,since 1990s,our country’s judicial reform never stopped exploring the classified management of court personnel system,two of the most typical are the clerk management system reform and the judge assistant system practice and exploration.It is a pity that these institutions didn’t achieve the desired effect in practice,and did not effectively got the preset goal of classifying court personnel.And even made it worse.The classification of clerks’ management practices and the judge assistant system reform are struggling.It is conceivable that the judge management system reform seems to not even hit the area.To prevent the the judges’ classification system from variation in the ’practice,this paper first generalizes the development of the the judges’ classification system and tries to explore the theoretical basis.Combining the experience of the US federal court with the exposed problems and potential problems related in our exploration,I,writer try to advance a series of Suggestions,in order to improve the judges’classification system,to truly achieve the original value of the system and the preset target of the current judicial reform.
