The reform of the judicial system is a key task for comprehensively advancing the rule of law.From the 18 th National Congress of the Communist Party of China,we have proposed “further deepening the reform of the judicial system” to the 19 th National Congress of the Communist Party of China.Constant efforts to overcome difficulties and achieved certain results.Establishing a classification management system for prosecutors that conforms to the characteristics of the profession is a "bull nose" that must be involved in deepening the reform of the judicial system.It is one of the most difficult fortresses to overcome in the procuratorial reform and a "hard bone" that must be taken.The classified management of the cadre team of the procuratorate is not only related to the effectiveness of the reform of the judicial system,but also to the improvement of judicial credibility.The People’s Procuratorate of W City is one of the first pilot procuratorates to carry out judicial system reform in China.Compared with most municipal procuratorates nationwide,it has entered the reform practice stage earlier,and has continued to explore in practice.It has more experience in reform practice At the same time,it also encountered various problems and plights in the reform practice earlier.This article intends to combine the current initial results of the reform of the post system and the overall start of the reform of the procuratorial organs’ internal institutions.By investigating the current situation of the classification management mechanism of the W City Procuratorate,this paper will expose the W City People’s Procuratorate reform practice.The problems are summarized and explored,and the countermeasures and work suggestions that are operable in practice are also provided,and it also provides a reference basis for other local and municipal procuratorates.The research mainly uses the literature analysis method,the empirical analysis method and the interview method.It is divided into seven parts: The first part is the introduction,which mainly describes the practical significance of the research on the current situation of the classification management of prosecutors under the current judicial system reform.According to the development status at home and abroad,the content and methods to be studied in this article are detailed Explanation.The second part is to introduce the related concepts of personnel classification management in the judicial system reform.It mainly explains and explains the concepts of judicial system reform,personnel classification,and procuratorial personnel classification management,introduces relevant theoretical foundations,and briefly introduces the basic mode of procuratorial personnel classification management,which is the basis for the following content.In the third part,the current situation of the personnel classification management reform of the People ‘s Procuratorate of W City is analyzed as an example,including the basic situation of W City People’s Procuratorate,the establishment and personnel situation,and the cadre management mode after the classification management of the procurator.The fourth part is to raise the problems faced by the W City People’s Procuratorate’s personnel classification management reform.The fifth part analyzes and explains the causes of the problems raised,and puts forward perfect countermeasures and work suggestions in the sixth part.The seventh part is the conclusion part of this study.Through research,we found that the people’s procuratorate of W City has the following problems in the reform of personnel classification management: First,the reform plan is too general: the three types of personnel exchange and appointment mechanisms are not clear;the prosecutor withdrawal mechanism is too simple;the prosecutor performance evaluation method is not scientific and reasonable;the current salary system has affected the judicial administration to a certain extent.Second,the procuratorial personnel allocation and team structure are not ideal: the total number of procuratorial personnel is insufficient,the ratio of the three types of personnel is not reasonable;the structure of the personnel team is not ideal;the knowledge structure is relatively simple;the ability structure is lagging behind.The cause of the problem was found through analysis.The first is that the effect in the actual promotion process is different from the content of the reform design.The second is that the supporting system after the personnel classification management has not been formulated and perfected in time.Staff’s work enthusiasm and professional honor.In order to further advance the process of classified management of prosecutors,continuously improve the classification management system of prosecutors after the reform of the judicial system,establish a personnel classification management system with prosecutors as the core,and improve the guarantee that meets the professional characteristics of prosecutors,prosecutors,and judicial administrators The system has truly established a scientific,standardized,and institutionalized procuratorial management system that is suitable for the characteristics of procuratorial work in the new era.Based on the analysis of the problems and causes of the research,the following suggestions are made: the first is to improve the three types of personnel exchange and appointment mechanism and the prosecutor’s withdrawal mechanism;the second is to determine a scientific and effective prosecutor performance evaluation mechanism;the third is to improve the occupational security mechanism for the three types of personnel;the fourth is to expand the number of special political and legal establishments and appropriately adjust the ratio of personnel In order to optimize the allocation of human resources;the fifth,strengthen the selection and introduction of various procuratorial talents to improve the professionalism of existing personnel;the sixth,increase the professional training and exchange of various procuratorial personnel to enhance their own quality and capabilities.
