From the perspective of David Easton's political system theory, how public opinion influences foreign policy decision-making could be concluded as an 'input-output-re-input' process. To form public opinion, which serves to be the input of the political process, the public who outside the political system should be available to information related to decision-making and should be capable of making their own political judgement, besides political events play an important role in shaping public opinion as a stimulus. To let the public acquire enough information, the authority should working out institutional arrangement to guarantee that information from the authority side could be received by the public. What's more,it's also essential for the public to have convenient access to all those information, for example through the media, internet, etc. As for the part of being capable of making political judgement, the public acquired this ability through the process of political socialization and the spread of political culture of the U.S.A.The public becomes aware of the basic political knowledge and values through those two processes. To achieve the input of public opinion into the decision-making system, there exist channels which connect the political system and environment. Those channels can be divided into two types:institutional ones including presidential election, and the help of congress and justice department;non-institutional ones, which also serve as the reflection ways of public opinion, including poll, mass media and other methods like writing letters to the government, demonstration and so on.This thesis uses the same patter above to analysis how public opinion influences President Donald Trump's Russia policy during his first 100 days in office.Reports have shown that Trump holds a more friendly attitude towards Russia, however the research has found that public opinion, which is not that friendly with Russia, plays an important role in adjusting the president's Russia policy. It's obvious,to some degree, that President Trump changed his Russia policy from a friendly one to a more neutral one.
