A Text Research On The Scope Of Major Administrative Decision-making

Since the establishment of the process of major administrative decision-making in the fourth Plenary Session of the 18 th CPC Central Committee,both academia and practical circle have paid more and more attention to the increasingly extensive research into major administrative decisions.Such subjects as risk assessment,hearing system,legitimacy review,and accountability major administrative decision-making have become the focus of study for scholars.However,the scope of the major administrative decision-making is the basis and prerequisite for the study of these issues,thus,it is definitely important to determine the scope of major administrative decisions.In practice,to further promote administration according to law and accelerate the construction of the government under the rule of law,there is an urgent need to improve the decision-making mechanism in accordance with the law,introduce a unified major administrative decision-making system,clarify items,subjects,authority,procedures,and responsibilities of major administrative decision-making,and focus on improving the legalization of key areas of planning,significant livelihood of the people,major government investment and construction projects.It is necessary to restrict the decision-making behavior,and effectively improve decision-making quality,control the risks in decision-making,correct improper decision-making timely,and enhance government credibility and execution with a scientific and rigid decision-making system.Of course,it is important to determine the scope of major administrative decision-making to promote the construction of the rule of law government and strengthen administration according to law.As was clearly specified in Outline for the Construction of the Government under the Rule of Law(2015-2020),it is necessary to improve a rule of law decision-making mechanism and the major administrative decision-making procedure system,clarify the decision-making subjects and the scope of the issues,which is conducive to make the administrative decision-making more scientific,democratic and legalized.
