Study On The Selection Of Public Participation Representatives In Urban Planning

Nearly 40 years of reform and opening up,contributed to the Chinese economy take off,accompanied by the economic take-off is the civic awareness of democracy and the awareness of their own interests continue to increase,and these performance in the political level is the desire for political participation and the disdain for the administrative independence,public participation in administrative activities continue to improve the enthusiasm,eager to participate in administrative activities through legal channels,to express and safeguard their own legitimate rights and interests.At the same time,China's urbanization process to accelerate,citizen participation in urban planning in the enthusiasm of the rising,and the public representatives selected as a procedural safeguards mechanism for public participation in urban planning,it has important theoretical and practical significance to study it.The selection of public representatives is an important part of public participation in urban planning,in line with the party's 18 th Congress to enhance public participation in the democratic political and social management philosophy.However,based on China's current laws and regulations,participation in the way and on behalf of the selection model,there are still many problems in the selection of public representatives in the field of urban planning in China,on the one hand to reduce the public's satisfaction with the results of the selection,with the public growing enthusiasm and awareness of participation is far from,on the other hand with the party Central Committee proposed to expand public participation,promote the development of democratic politics do not match the concept of governance.The selection of public representatives as an inevitable existence of public participation in urban planning is to solve the development of contradictions,in response to public appeal the most direct and most effective means.This article takes the public choice theory,the pluralism planning choice theory,as well as as the participation ladder theory support,analyzes the necessity of the selection of public representatives in the field of urban planning in China,throughout the selection of public representatives in urban planning around the practice,depth analysis of the current urban planning in the selection of public representatives of the existing problems and reasons behind,and put forward the exploratory suggestions from the angle of perfecting the legal norms,public organization participation,selecting information disclosure and strengthening public supervision.Finally,through the research and analysis of this paper,the relevant conclusions are drawn.
