The Tentative Research On Peter Drucker's Government Reform

Peter Drucker(1909-2005)is a world-famous guru as the “father of modern management”.He devoted his life to studying how to manage all kinds of organizations in modern society.Drucker's management thoughts have been recognized by enterprises and business circles.But,as he himself has said,his management thoughts are not only the "business management",but all managements of every institution in modern society.Just he had an original focus on the enterprise.In fact,Drucker always regard management as the comprehensive art which includes human and power,values,structure and the methods.Government reform is the core issue in the development history of contemporary public administration theory.By consulting a large number of Drucker's books and academic papers,the author find there are many discussions and thinking on core issues of public administration,such as national form evolution,the government reform and innovation and the management of the public service organization and so on.But these discussions don't have a complete system and be scattered in different books and chapters.However,in terms of the research status in this field at home and abroad,the research on Drucker's thoughts in theory and practice of public administration,for example,the government reform,is insufficient or even ignored.In this paper,on the basis of reading a large number of documents,firstly,the author combed the research status of Drucker's government reform thoughts at home and abroad.Further,the author discussed the theory origin of philosophy,political science and economics of Drucker's government reform thoughts.Finally,the author put forwards a complete thought system of Drucker's government reform which contained three theses: the first,the evolution of the state form is the logical starting point;the second,the crisis of government under the new diversified social is the reality basis;the third,the reflection on "government reengineering" is the core theory.This complete theory system intensively embodied Drucker's thoughts and wisdom on the theory and practice of public administration.This has important significance and value whether for relevant scholars at home and abroad to further study and reading Drucker's management thoughts or the concrete practice of the government reform.
