As a traditional land-right country,Russia has always lacked the estuary to communicate with the outside world.In the early 18 th century,in accordance with the trend of the times and the requirements of building a sea power country,Peter the Great gradually formed his own sea power ideology in the struggle to seize the Black Sea and the Baltic Sea.The idea of sea power is mainly embodied in the systematic naval strategic thinking and naval strategic theory.The content mainly includes the emphasis on the nature of the country's sea and land,the development of naval fleet power and the theory of coordinated naval and naval operations.Peter I's sea power thought directly guided the construction of Russia's sea power state,and made Russia jump from a traditional land power to a European ocean power.In Russia,the awareness of oceanic sea rights was popularized,the concept of national defense was updated,and a strong Russian naval fleet was built.At the same time,the country's geopolitical strategy was formulated for later generations.
